"Crooked" Cop?

As far as I can tell, it's just a cop. Here's a screencap of a cop encounter in Twoson: [1]. I don't think he has different stats, either, I did about ~93 damage to him and he turned back to normal, so...? This must be one of the strangest Mother-related things I've seen. The dude does apparently have an enemy entry of his own according to the text dump. However, when I try to get some info through Google about the fellow, I do only stumble across discussions with vague conclusions and enemy list entries without any clear sources. I'm starting to think scrapped enemy, but we really need something wiki-valid. ~ Sun Braid 12:13, 21 March 2011 (MDT)

Just looked through ALL of EarthBound's enemy setup slots. It doesn't appear in any of them, while everything else including bosses does. Multus 16:26, 31 May 2011 (MDT)
