According to trophy information in this game, Ness was taught the move by Poo, and Lucas learned it from Kumatora. The move has many meteors falling in random areas of the screen, dealing a significant amount of damage to those hit. Ness and Lucas's variants function slightly differently from each others': for Ness's version the stars are blue and fall angled outwards.
