The Look-Out Tower (alernatively Ocean View) is a building in EarthBound Beginnings, located in the northwestern portion of Ellay and is entirely optional to visit. At the top of the tower, a few binoculars are set up, and using the check command will give a description of what Ninten sees through them.
A man on the bottom floor mentions smoke on an island near the tower. If Ninten examines the leftmost binoculars, a rocket will blast off from the small island nearby, and can be used to travel there.
